Commenting on the latest contentious letter written by Maharashtra Governor Bhagat Singh Koshyari to Chief Minister Uddhav Thackeray questioning if the latter had turned secular, Union Home Minister Amit Shah on Saturday stated Koshyari may have chosen his phrases higher.
